From the point of view of the German Association of Cities, the distribution of war refugees is still not functioning properly, despite all the assurances of those responsible at the federal and state levels.

Cities that recently took in large numbers of refugees from Ukraine after the Russian attack were in urgent need of relief, said German news agency director general Helmut Dedy. This can only be achieved “through effective scrutiny, which federal and state governments have not yet succeeded in”.

It should not be the case that large cities face a very unusual challenge in transport hubs, while capacities are free or can be created in other municipalities. “We must quickly remedy these imbalances in order to be able to effectively help refugees everywhere,” asked Dedy. You stressed that the cities are happy to welcome refugees from Ukraine.

It is good that the federal and state governments see themselves as part of a community of responsibility in addressing this task, said the chief executive of the central municipal association. Federal and state governments have also taken concrete first steps to improve registration and distribution. However, all declarations of intent should now be implemented very quickly. Refugees should be registered at borders and in first reception facilities. Since many of the refugees have biometric passports, so there is no question about their identity, it should also be checked whether complex identification processing is really required in each case.

Furthermore, when distributing refugees according to the Königstein key, people who do not arrive on registered bus and train journeys must also be taken into account. Those who arrived individually in the cities must also be included in the distribution. The Königstein key is used to determine how many protection seekers a federal state must hire based on population and tax revenue.

To prevent individual states from being overloaded, the federal government is coordinating trains and buses that can be recalled via the Federal Office of Freight Transportation, a spokesperson for the Federal Interior Ministry said. A distribution takes place “only for people who have not already found accommodation elsewhere”.

Nearly 220,000 refugees from Ukraine to Germany

Since the start of the Russian attack on Ukraine, the federal police have registered 218,301 war refugees. This was announced by the Federal Ministry of the Interior. The number of registered arrivals increased by approximately 10,500 from Saturday to Sunday.

Only refugees who are found by the federal police are registered, for example at the Austro-Bavarian border, in railway stations or on trains. As a rule, there are no fixed border controls at the EU’s internal borders, and Ukrainians can also enter the country without a visa – the number of people actually arriving is therefore likely to be significantly higher. Furthermore, it is not recorded how many of the refugees could travel from Germany to friends or relatives in other countries.

Russia’s war against Ukraine began on February 24. According to the United Nations, more than three million people have fled Ukraine abroad since then. (Dpa)
