Impossible to keep schedule and budget

Langenhagen. The school buildings in the city of Langenhagen are currently unfortunate: both the opening of the new gymnasium at the racecourse and the completion of the Hermann-Löns primary school in the city center suffer significant delays. At the same time, construction costs are rising. But not only that: the delays also affect other school buildings.

The lead times of the technical systems at Langenhagen High School have been extended by weeks

Many problems in the construction sector are currently affecting all builders. First, it was the crown pandemic that led to employee absences and delivery bottlenecks and, more recently, the war in Ukraine, resulting in some companies, for example, unable to deliver on their contractual commitments. why Ukrainian employees at home are fighting against hostile ones Troops fight instead of working on the construction site of the high school in Langenhagen. Delivery problems are evident, for example, with cables and the fire alarm system: instead of delivering within four weeks as usual, the company cannot say whether it will take twelve or even 16 weeks, first city councilor Carsten Hettwer gave an example.

For high school, all the problems together cause significant delays. The city had originally planned to move the entire school after the 2022 summer holidays. This date could not be kept, so much so that a partial commissioning was planned for the summer with the five-seven years. The rest of the school was to follow gradually. But this plan is now out of date again.

High school can’t move until next year

“In the spring of 2023”, according to a communiqué from the city administration, the entire high school will move to its new building on Theodor-Heuss-Strasse. Carsten Hettwer spoke more precisely of a move “at the latest at the beginning of the first half in late January”. The partial commissioning is therefore out of the question, the fifth classes are enrolled in the old high school of the center. Running a school in the new building while construction work is still going on next door would have been difficult anyway.

Recent delays are no longer expected to have a major impact on the cost side. The first city councilor spoke of “0.4 per cent over budget” and expressed himself “happy and happy to manage to some extent the precision landing”. The city had recently set a budget of 98 million euros. The budget for the high school started at around 68 million euros.

Delays affect other projects

The new move date also means that the high school will have to use containers from the Friedrich-Ebert School in Langenforth longer than expected. These are available to primary schools in Krähenwinkel and Engelbostel, which are to be renovated and expanded, as alternative neighborhoods at a later date. On the other hand, the high school delay should not affect the IGS Langenhagen renovation program.

Hermann Löns School: Brand launches the work far behind

At the Hermann Löns Primary School in Niedersachsenstrasse, an arson attack significantly delayed work. In December 2021, strangers set fire to mineral wool stored on pallets and wrapped in tinfoil.

The school, which is currently also housed in containers, will be able to move into the old historic building after the summer holidays. The renovation is complete except for the remaining works. “The start of a full day activity is certain,” said the first city councilor in the direction of the working parents.

The situation is different with the new adjacent building. There, the soot from the fire had caused enormous damage. “We had to bring everything back to the shell – and in some cases even renew the shell,” said project manager Tilman Graupner. He spoke of an “incredible effort” that not even the architecture firm, active on the market for some time, has ever experienced.

Primary school won’t be finished until a year later

“In some places we had to start over, reorganize the construction processes and renegotiate with individual craftsmen who had already done their work,” says Hettwer. He assumes that the completion of the Hermann Löns School will be postponed for one year. The school is finally expected to be completed by the start of the 2023/2024 school year at the latest. The delay is associated with additional financial expenses. “We are currently calculating with additional costs of a good one million euros for fire remediation,” says Hettwer. Insurance will likely cover most of it. Whether the rapidly rising construction costs mean additional additional costs remains to be seen.

In any case, the city also bears costs due to the security measures it now operates for its large construction sites after having suffered the arson: it relies on security guards and video surveillance.
